Autonomous Deliveries and the Next AI Chip Push
Neolix, the Haidian District-based autonomous delivery startup, is preparing to launch its fourth-generation delivery vehicle in Q4 2026. The new model, codenamed 'X5,' will feature L4-level autonomy in designated urban zones, including parts of Chaoyang and the Beijing Economic-Technological Development Area (BDA) in Yizhuang. Company engineers confirmed the vehicle's sensor suite has been redesigned to reduce per-unit cost by approximately 30%, a critical step for scaling beyond the current fleet of several hundred units.
Meanwhile, Horizon Robotics, headquartered in Qinghe, has begun sampling its Journey 7 system-on-chip to automotive partners. The chip, built on a 12-nanometer process, is designed to power both in-cabin driver monitoring and real-time path planning for level 3+ vehicles. Horizon executives told a closed-door industry meeting last week that they expect the Journey 7 to be embedded in at least two production vehicles from Chinese OEMs by mid-2027.
In the broader ecosystem, the Zhongguancun Science Park has allocated 2.3 billion yuan in grants this fiscal year specifically for 'core technology breakthroughs in AI and semiconductors,' according to park administration documents. That funding pool has already attracted 14 startup teams focused on chip design and photonic computing.
Infrastructure, Regulation, and the Talent War
The municipal government is also laying physical groundwork. Construction on the expanded Beijing AI Computing Center in Mentougou District is scheduled to finish by September 2026, adding an estimated 1,000 petaflops of training capacity. When complete, the facility will be one of the largest dedicated AI compute clusters in northern China, city planners say.
But hardware isn't the only bottleneck. Senior engineers at several Beijing-based AI startups report that recruiting experienced chip architects and deployment engineers remains intensely competitive. 'We're seeing salary offers jump 15-20% year-over-year for experienced talent,' one hiring manager at a BDA-based robotics firm said. 'The pipeline from universities is strong on theory, but practical deployment skills are thin.'
On the regulatory front, Beijing's municipal government is expected to release a revised autonomous driving policy framework before the end of 2026. Current testing permits in the BDA and Yanqing District allow for autonomous ride-hailing and delivery, but the new rules may expand permissible zones and clarify liability for accidents involving driverless vehicles, a step that industry insiders say could unlock significant venture capital that has been waiting on the sidelines.
Yet global headwinds are real. The Trump administration's reinstated naval blockade of Iranian ports, announced earlier this week, has raised concerns among Beijing hardware firms reliant on Persian Gulf crude for plastics and packaging. Several contract manufacturers in the Beijing-Tianjin-Hebei region have already warned of potential delivery delays for imported sensors and memory modules.
Despite the uncertainty, the prevailing mood in Zhongguancun's coffee shops and co-working spaces is one of cautious optimism. The next 12 months will test whether Beijing's tech roadmap can survive geopolitical turbulence, and whether the city's appetite for autonomous, AI-driven products is as strong as its engineering talent believes it to be.
